Salt Lake City Volunteer Organizational Planning and Management Project

Salt Lake City’s Mayor’s Office is developing a citywide strategy to strengthen and expand volunteer opportunities across departments and neighborhoods. With support from BerryDunn, we are reviewing how volunteer programs are currently organized, supported, and connected.

This phase is focused on listening and learning. Your feedback will help shape a Volunteer Program Framework and Implementation Roadmap that makes volunteering more accessible, welcoming, and impactful for everyone.

Project Information

October 6, 2025 - October 24, 2025

Salt Lake City’s Mayor’s Office is leading the Volunteer Organizational Planning and Management Project to strengthen and expand volunteer opportunities citywide. With support from BerryDunn, the City is assessing how volunteer programs are organized, supported, and celebrated across departments and community partners. Input gathered through this process will inform a Volunteer Program Framework and Implementation Roadmap that supports more accessible, welcoming, and impactful volunteer experiences.

Project Phases

Phase 1: Discovery and Alignment

The project team will review existing volunteer programs, processes, and partnerships to understand current practices and identify strengths and opportunities.

Phase 2: Engagement and Information Gathering

Residents, volunteers, nonprofits, and City staff will participate in surveys, focus groups, listening sessions, and online engagement tools. Insights from this phase will help clarify community needs, barriers, and opportunities.

Ideas collected are exploratory and do not represent commitments to new programs.

Phase 3: Volunteer Program Framework Development

Using findings from Phases 1 and 2, the team will develop a framework that defines the City’s vision, goals, and strategies for volunteer recruitment, training, support, recognition, and partnerships.

Phase 4: Implementation Roadmap and Launch

The project will conclude with a roadmap and first-year action plan outlining how the City and its partners will begin implementing the framework and sustaining improvements over time.
