Transportation Mobility Plan

In 2025, the Utah State Legislature passed SB 195, Transportation Amendments. The bill directed Salt Lake City and the Utah Department of Transportation (UDOT) to study the impacts of the City's past and potential "highway reduction strategies” projects.

In 2026, the Legislature passed new requirements as part of SB 242. Instead of continuing the mobility plan, SB 242 requires the City and UDOT to work together on the following:

• Create a critical routes map: The City and UDOT must agree on a map that classifies Salt Lake City streets into four tiers. The tier a street is assigned will determine the types of infrastructure changes that would need UDOT approval.
• Enter into an agreement: The City and UDOT must formalize their partnership through an agreement that outlines how they will coordinate on projects on collector and arterial streets going forward.
• Follow new procedures for changes on major streets: Before making changes to Tier 1 or Tier 2 streets, the most heavily traveled roads, the City must complete data collection and impact analysis, conduct community and business outreach, and receive approval from UDOT. Highway reduction strategies, such as removing travel lanes, that impact vehicle capacity are not allowed on Tier 1 streets.

Because of these changes, the City is no longer creating a standalone mobility plan. However, feedback received during earlier public engagement will be considered as future projects are planned.
