Transportation Mobility Plan

In 2026, the Utah State Legislature passed SB 242 Transportation Amendments, which repealed the 2025 requirement for Salt Lake City to create a Mobility Plan analyzing highway reduction strategy projects. As a result, the City will no longer be developing the Mobility Plan. However, feedback collected during the Fall 2025 engagement process will still inform future project planning.

Background
Salt Lake City is examining how lane reductions and traffic-calming infrastructure projects completed over the past five years have impacted traffic, air quality, safety, the economy, and more as part of a mobility and environmental impact analysis.
Why is the City conducting the study?
The Utah State Legislature directed Salt Lake City to draft a mobility plan as part of SB 195, a bill passed during the 2025 legislative session.
The bill effectively restricts the City from reducing lanes or adding other new traffic-calming measures, like bike lanes or speed humps, on major roads (specifically collectors and arterials) in certain parts of Salt Lake City unless those changes are approved as part of the mobility plan. This study will inform that plan.
What area is affected?
The study area includes all of Salt Lake City west of Foothill Drive, north of 2100 South, east of I-15, and south of 600 North.
