Community Benefits for Fleet Block Development

The Fleet Block redevelopment is a once-in-a-generation chance to create lasting benefits for nearby neighborhoods.

Salt Lake City is partnering with two development teams to create a vibrant, walkable community that could include mixed-income housing, retail, and service-oriented businesses on the two northern parcels of the Fleet Block.

Through Salt Lake City’s first Community Benefits Agreement (CBA), the City, local neighborhood representatives, and future developers will come together to ensure community priorities are reflected in the project.

Salt Lake City has been actively working to reimagine what has become known as the “Fleet Block” for over 10 years, taking steps such as environmental cleanup and rezoning to prepare the land for something new and aligned with the future vision of the Granary and Central Ninth neighborhoods. In response to social justice movements that centered around the block in 2020, the City decided to include a Community Benefits Agreement when developing the two northern parcels.

A Community Benefits Agreement is a formal agreement that outlines ways a project will give back to the neighborhood. By sharing your feedback online or participating in workshops you can help guide what commitments developers make, like reserving retail spaces for local businesses or housing for first-responders.

The City has selected two developers (Mercy Housing and Brinshore) to bring their expertise to the two northernmost sites on Fleet Block. Your ideas will help to guide their plans to create mixed-use developments that enhance the neighborhood. At the same time, the Department of Public Lands is developing a three-acre public open space at the southeast corner of the former Fleet Block.
