Capitol Hill Community Plan Update

Salt Lake City is updating the Capitol Hill Community Plan, last updated in 2001. This update aims to establish a vision for the Capitol Hill Community for the next 15 years and align the community plan with Plan Salt Lake.


What is a Community Plan?

Community Plans help shape how a community should look, feel, and function in the future. While the City’s General Plan, Plan Salt Lake, sets the big-picture vision, Community Plans focus on the local details—what makes each area unique and how it should grow and change to support that citywide vision.

These plans aren’t laws or zoning rules. They serve as a roadmap to guide future decisions about growth, development, and community priorities.

Phase 1 - Opportunities & Issues

Fall 2025 - Winter 2025/2026

The first phase of engagement will focus on learning from the community—hearing about likes, challenges, ideas, and opportunities. Input will be gathered on topics such as housing, historic preservation, neighborhood amenities, parks and transportation.


Phase 2 - Big Ideas

Spring 2026

In this phase, we’re building on what we heard in Phase 1. Community feedback and current conditions are being reviewed together to identify common themes and shape draft initiatives—specific actions that can be taken to address community priorities and citywide goals. In short: what we heard, what we learned, and how we’ll move from ideas to action.


Phase 3 - Final Vision

Summer 2026

This final phase is focused on the Draft Vision—a plan that reflects the ideas and priorities shared throughout the process. This stage focuses on refining the community plan through public input, meetings, and hearings before it’s finalized and adopted.

Council Decision

November 25, 2026 - December 31, 2026

After reviewing the proposal, the City Council makes a decision at a public meeting. The Council may approve the proposal, request changes, continue the discussion to a future meeting, or decide not to move forward.

All decisions are made in public meetings and are part of the public record.
